Strike Force Parrabell

Strike Force Parrabell was the NSW Police Unsolved Homicide Team’s (UHT) review operation for cold case deaths suspected to involve LGBTIQ bias. Established around 2013 and active until approximately 2017, it conducted Bias Crime Indicators Form (BCIF) assessments of hundreds of cases, assigning each a priority rating based on ten indicators.

The Sackar Inquiry (2023) examined Parrabell’s methodology in detail and found it fundamentally flawed. Critically, Parrabell conducted paper reviews only — investigators assessed cases from documentary records without contacting witnesses, reinvestigating persons of interest, or conducting any active inquiry. All ten BCIF indicators were answered from files alone.

The Inquiry identified specific errors in individual cases:

• Mark Stewart (1976): Parrabell conflated the Chevron Hotel (Macleay Street, Potts Point) with the Hilton Hotel (George Street, CBD) four times in its BCIF, treating them as the same establishment. This meant investigators never considered whether Stewart had visited the Quarter Deck bar — a known gay venue — before his death.
• Paul Rath (1977): Parrabell answered all ten BCIF indicators as “Insufficient Information” but then classified the overall case as “No Evidence of Bias Crime” — a logical inconsistency Sackar J found pointed to “classificatory confusion.” Parrabell had been aware since at least 2015 of a significant lead (person of interest I266) and took no investigative steps.
• David Lloyd-Williams (1978): Parrabell’s name searches were inadequate — it searched under “David Williams” and “David Lloyd WILLIAMS” after incorrectly treating “Lloyd” as a middle name. Available leads (Sue Thompson’s source “Dave Davies”, contemporaneous Manly Daily press articles) were not followed.

Justice Sackar concluded that the BCIF methodology was “not adequate or satisfactory” and that Parrabell’s findings should not be treated as authoritative determinations on any case. This finding runs across every case it reviewed.
