Manly Headland Beat Precinct

Stub — The Manly headland system — encompassing Shelley Headland (Fairy Bower), the cliffs south of Shelley Beach, and the bushland around North Head — was a known gay beat from at least the mid-1970s.

Three of the first published cases in this project occurred in this precinct within a three-year period:

• Mark Stewart (died 10 or 11 May 1976): body found on rocks at the base of the Fairy Bower headland, south of Shelley Beach. Location identified as a beat by the SCOI.
• Paul Rath (died 15 or 16 June 1977): body found at Shelley Headland — the same clifftop area. Inquiry found objectively reason to suspect homicide and LGBTIQ bias.
• David Lloyd-Williams (died 24 August 1978): body found at North Head, south-eastern point. Inquiry found no LGBTIQ connection — death attributed to suicide. The location overlap with the beat area (further north on the headland) was noted but found not to apply to the specific location of his death.

The clustering of three deaths in this precinct across 1976–1978, and the failure of the original police investigations to consider the beat’s existence, is one of the defining features of this dataset.

Research needed:

• Precise geographic extent of the beat at different periods
• Whether the beat area shifted over time (beat areas were not fixed)
• Other incidents or cases in the precinct outside this project’s scope
