Andrew Scipione

Andrew Scipione served as Commissioner of Police from August 2007 to March 2017, the longest tenure since the 1970s. His decade in command encompassed much of the cold case reinvestigation work that would eventually give rise to Strike Force Parrabell and the broader reckoning with historic anti-gay violence. Operation Parrabell — later Strike Force Parrabell — was established during his tenure to examine a series of suspicious deaths of gay men from the 1980s and 1990s. The third inquest into the death of Scott Johnson was conducted during the final months of his tenure; Deputy State Coroner Harriet Grahame delivered her findings in December 2017, concluding that Scott Johnson had been murdered and that his death was motivated by anti-gay hostility. Commissioner Scipione also presided over the period identified in the SCOI as one of institutional misconduct in relation to the Strike Force Neiwand investigation, though the full details of that matter emerged under subsequent leadership.
