Clover Davenport Moore (born 1 June 1949) served as an Independent Member of the NSW Legislative Assembly for the electorate of Bligh (later Sydney) from 1988 to 2012. She has served simultaneously as Lord Mayor of the City of Sydney since 1996, a role she continues to hold.

As a state MP, Moore introduced the Homosexual Anti-Vilification Bill which — after prolonged parliamentary resistance — was eventually passed in 1993 as the Anti-Discrimination (Homosexual Vilification) Act 1993. This legislation made vilification on the grounds of homosexuality unlawful in NSW, providing a legal framework for the community to challenge the publicly expressed hatred that had contributed to an environment permissive of violence. It came a full decade after decriminalisation and in direct response to community pressure.

As Lord Mayor of the City of Sydney from 1996, Moore led an administration that developed the city’s engagement with LGBTIQ communities and history. The City of Sydney Relationships Declaration Program was established in July 2004. Under successive administrations, the City of Sydney commissioned oral history programs relating to LGBTIQ communities and supported heritage documentation initiatives — the same oral history landscape that this project draws on.
