Colin Delaney

Colin Delaney served as Commissioner of Police from October 1952 to February 1962, during a period when male homosexual activity remained a serious criminal offence across all Australian states. His tenure is notable in this project’s context for a statement he made in the late 1950s — declaring homosexuality “the greatest social menace facing Australia” and describing homosexuals as a “cancer in the community.” As Commissioner, Delaney was the most senior law enforcement officer in New South Wales, and his framing of homosexuality as a threat rather than a community to be protected helped set an institutional culture that shaped police attitudes and practices for decades after his retirement. Mr Alastair Lawrie, in evidence to the NSW Parliamentary Committee (Report 58, 2021), argued that comments from “the top cop in the biggest jurisdiction in Australia” inevitably shaped societal homophobia.
