Stub — Senior Constable Keith Thoms was the Officer in Charge (OIC) of the original police investigation into the death of Mark Stewart at the Shelley Headland, Manly, in May 1976. He had been stationed at Manly for no more than twelve months at the time.
Thoms attended the scene on 11 May 1976 with Constable Ronald Fyson and subsequently oversaw the investigation until the inquest on 16 July 1976. He stated he was not aware of the existence of the beat at the Fairy Bower headland at the time of the investigation. He provided a further statement to the Sackar Inquiry in February 2023; the Inquiry wrote to him again in August and September 2023 but received no response.
The Sackar Inquiry made no individual criticism of Thoms, attributing the investigation’s failures to the social environment and policing practices of the era.
