Neville Wran

Neville Kenneth Wran (11 October 1926 – 20 April 2014) served as Premier of New South Wales from May 1976 to July 1986, the longest-serving Labor premier in NSW history. His premiership spans the period of escalating anti-gay violence in Sydney — including the years leading up to the first Mardi Gras (1978), the AIDS crisis, and the peak of documented hate crimes in the mid-to-late 1980s.

Wran’s most significant action relevant to this project was the introduction of a private members Bill in early 1984 to decriminalise male homosexual activity in NSW. The bill passed in January 1984 — nearly two decades after similar reform in Britain (1967) and under sustained pressure from community advocates, academics, civil libertarians, and growing numbers of the medical profession. Wran’s introduction of the bill, with Liberal Leader of the Opposition Nick Greiner seconding it on a conscience vote, was politically significant: it demonstrated cross-party support for reform and broke the parliamentary deadlock that had persisted despite growing community pressure. An unequal age of consent (18 vs 16 for heterosexual activity) remained until 2003.

As Premier during the years when organised gay hate violence was escalating in Sydney, Wran’s government was also the backdrop against which the Police-Gay Liaison Group was established (1985) and when the community response to inadequate policing was beginning to organise. The decriminalisation Wran delivered was a necessary precondition for the subsequent — if slow — evolution of institutional responses to anti-gay violence.
